St. Johns County Selects FCC Environmental Services Florida, LLC as Solid Waste Provider Beginning August 1, 2024

On December 19, 2023, during the St. Johns County Board of County Commissioners (BOCC) Regular Meeting, FCC Environmental Services Florida, LLC was identified as the top ranked firm, and a contract for residential solid waste collection including household garbage, recycling, and yard waste collection services was approved. The new contract begins August 1, 2024. There will be no increase in customer fees for the first year of service. All current service levels will remain in place which include weekly curbside collection of household garbage, yard waste, recycling, and bulk waste as well as scheduled services like appliance pick up requested by customers.

The current Solid Waste Municipal Service Benefit Area (MSBU) assessed to each customer in St. Johns County is $254 per year. Based on the bid by FCC Environmental Services Florida, LLC as well as an existing Waste Management disposal contract, the solid waste services projected costs are $343.21 per year. However, the BOCC voted to use solid waste reserve funds and an internal loan to offset the cost difference in the first year of the contract with incremental increases to customers in future years.

Public Works Director Greg Caldwell said, “We are excited about this new partnership with FCC Environmental Services Florida, LLC and are confident that they will sustain the current levels of quality service we currently offer our community and that are enjoyed by our customers. We conducted more than 5,000 resident surveys, did route surveys, and got input from 10 waste haulers to help us develop the bid process to select a vendor. We selected FCC Environmental Services Florida, LLC based on an assessment of their staff, their qualifications, experience, approach to service, and proposed pricing.”

Based on service to a forecasted 111,000 residential homes occupied by August 1, 2024, the proposal by FCC Environmental Services Florida, LLC was for $28,265,040 per year. The contract is for 7 years with the option for two 5-year renewals.

FCC Environmental Services Florida, LLC currently provides services to Hillsborough County, Palm Beach County, Orange County, Volusia County, and other cities in the region.

St. Johns County currently has solid waste contracts with Republic Services and Waste Management for residential household garbage, recycling, and yard waste collection services in the northern and southern portions of the county’s service area.
