Project Overview

Project Description


Start Date: February 10, 2025

Purpose: Construction of a new sewer transmission main for improved wastewater treatment and compliance with Florida Senate Bill 64.

Construction will begin at the intersection of US Highway 1 and Watson Road.

Residents east of Datil Pepper Road will retain access to their homes.

Drivers are urged to follow posted signs and crew instructions.

Project Timeline

The project will occur in four phases, each with a specific work zone and schedule. This timeline may be subject to change depending on unforeseen circumstances, such as weather and other potential setbacks.

Phase 1

When: February 10 – April 11, 2025
Time: 24 Hour Road Closure beginning at 7 AM, February 10

  • Watson Road will be closed from US 1 to Datil Pepper Road with access to Local Traffic Only.
  • East/Westbound Watson Road traffic will be detoured via Datil Pepper Road to US Highway 1.

 

 

Phase 2

When: April 14 – April 18, 2025
Time: 10 PM – 4 AM

  • There will be a one-lane closure on Watson Road for one night only.
    • Pipework will be installed in the Eastbound lane, preventing access to Datil Pepper Road.
    • Eastbound and Westbound traffic to US 1 from Watson Road will be available during this closure.
    • Northbound traffic on Datil Pepper Road to Watson Road must travel south to US 1.

When: March 14 – March 23, 2025
Time: 7 AM – 5 PM

  • From Datil Pepper Road to the FEC railroad, there will be 2-way, one lane flagged traffic.
  • From 300 feet east of Crescent Technical Court, there will be 2-way, one lane flagged traffic.

When: April 21 – May 9, 2025
Time: 7 AM – 5 PM

  • From Datil Pepper Road to FEC railroad, there will be 2-way, one lane flagged traffic.

When: May 12 – May 30, 2025
Time: 7 AM – 5 PM

  • From 300 feet east of Crescent Technical Court, there will be 2-way, one lane flagged traffic.

  • At the FEC Railroad Crossing, there will be 2-way, one lane traffic signal.
  • From 300 Feet East of Crescent Technical Court to Deerfield Forest Drive, there will be 2-way, one lane flagged traffic.

More Information

Senate Bill 64

The Florida Legislature passed Senate Bill 64 requiring a state-wide elimination of non-beneficial surface water discharges of effluent from wastewater treatment facilities. This project will help comply with the new SB 64 by diverting flow to the new Water Reclamation Facility (WRF) that would normally discharge to the Anastasia Island WRF. 

Environmental Impacts

Once this transmission project is placed into operation in 2026, the surface water discharge to the Matanzas River will be reduced by 1.0 million gallons per day, removing 16.7 tons of nitrogen and 6.1 tons of phosphorus per year from the Matanzas River.
