Comprehensive Emergency Management Plan (CEMP)
The Comprehensive Emergency Management Plan (CEMP) is an operation-orientated document authorized by Chapter 252, Florida Statues. The CEMP establishes the framework to ensure that St. Johns County and its municipalities will be adequately prepared to deal with all hazards threatening the lives and property of St. Johns County citizens. The CEMP outlines the roles, responsibilities and coordination mechanisms of local county and municipal governments, state and federal agencies and volunteer organizations in a disaster.
