Growth Management
Overview
The Growth Management Department facilitates well-designed, efficient, healthy, and safely built developments while ensuring preservation of the natural and cultural environment. Responsibilities include long range planning for land use, environmental, transportation/technical, and development review & concurrency. In coordination with state and federal laws, the Department ensures compliance with all County codes and regulations including the Comprehensive Plan, Land Development Code, and Ponte Vedra Zoning District Regulations, as well as maintaining related public records.

Divisions
Development Review Division
The Development Review Division provides efficient, effective, and professional services for the permitting of the County’s land development codes and the State of Florida regulations relating to the health, safety, and welfare of residents and visitors of St. Johns County. The Development Review Division manages the Development Review Committee, the residential clearance sheet process, applications and other information related to permitting and development, and related public information requests.
Environmental Division
The Environmental Division has a wide range of responsibilities that include safeguarding the County’s protected animals, plants, and habitats; protecting historic and prehistoric sites; managing County land for mitigation and invasive plant removal; ensuring that County facilities comply with state and federal regulations; reviewing proposed new development or construction for required environmental and cultural protections; and protecting St. Johns County’s surface waters through stormwater control.
Planning and Zoning Division
The Planning and Zoning Division serves as the professional planning staff in preparing and maintaining St. Johns County’s Comprehensive Plan and is instrumental in implementing studies, programs, and projects thereby required. The Planning and Zoning Division also reviews all land development applications for consistency with the Comprehensive Plan and Land Development Code.
Transportation / Technical Division
- Transportation Planning / Concurrency
- The Transportation Planning/Concurrency Section is responsible for coordinating a safe and efficient transportation system, including the development of the Transportation Element of the Comprehensive Plan and the Traffic Circulation Plan, as well as implementation and management of the Concurrency Management System to maintain adopted levels of service.
- Technical
- The Technical Section is responsible for construction inspections and the review of all privately-funded development projects.
- Transit
- The Transit Section is responsible for the administration and oversight of federal and state funds that support public transportation services.

2025 and Future Comprehensive Plans
The purpose of the Comprehensive Plan is to effectively manage growth and development by designating areas of anticipated future development which satisfy demand where feasible, in a cost-efficient and environmentally acceptable manner.
Land Development Code
The Land Development Code contains most of the land development regulations governing the development of property within unincorporated St. Johns County.
Ponte Vedra Zoning District Regulations
Contains the zoning regulations for properties located within the Ponte Vedra Zoning District.
