South Ponte Vedra One-time Dune Restoration
- The County has hired Atkins North America, Inc. as the engineering firm to complete plans and performance specifications for construction of the project.
- The project extends from approximately one-and-one-third mile north of Guana River Road and ties into the taper of the USACE Project in front of Serenata Ocean Villas.
- The scope includes a one-time dune nourishment placing an average of 20 cubic yards of sand, replacing sand lost primarily due to Hurricanes Matthew and Irma.
- The sand will come from an offshore borrow site approximately eight miles offshore
- The section of the project to the north of Serenata will be funded by:
- Matching grant funds (50%) from Florida DEP Hurricane Matthew funding
- Proposed funding from County Tourist Development Tax
- Proposed funding from a Municipal Service Taxing Unit (MSTU) levy of 4.0 Mils (four tenths of one percent) per year for ten years on the taxable value of the properties in the MSTU area.
- The section of the project in front of Serenata will be funded only by a MSTU levy of 1.5 mils for 10 years on Serenata Ocean Villas and Beach Club, without State or county funding.
- County Real Estate staff continues to seek the last Temporary Construction Easements which give permission for sand to be placed on private property (98.23 percent received). Please contact (904) 209-0260 if you have not sent in your easement.
- The County has received a permit from the Florida Department of Environmental Protection (FDEP). The Bureau of Ocean Energy Management (BOEM) lease has been issued for use of the offshore borrow area.
- The United States Army Corps of Engineers (USACE) is nearing completion of review in order to issue a permit for the dune construction on the beach.
- The Erosion Control Line (ECL) has been officially recorded. The ECL fixes and legally documents the boundary between upland property ownership and submerged lands of the state prior to construction. Taylor Engineering has developed construction guidelines to help guide the design firm in finalizing the project design. These guidelines can be used to see how the project could potentially tie into your property by finding which scenario best fits the conditions behind your house. For example, if you have a seawall your property fits into the Scenario 1 and 1A. If your seawall is below an elevation of 15 ft NAVD88 then the new dune will slope down to tie into the seaward side of your seawall. If your seawall is greater than an elevation of ~15 ft NAVD88 the newly constructed dune will tie into the side of your seawall at an elevation of ~15 ft NAVD88.
Use the Plan View to find your property and identify which color dot that has been placed over your property. The color of the dot corresponds to the scenario and the dune profile that will be placed seaward of your house. These documents are conceptual and may not exactly represent the final design.
