Professional & Education

Commissioner Mays is a resident of Ponte Vedra Beach where he lives with his wife, Stacey, and their three children. He has significant experience as a successful business executive, including both legal and management positions. He began his career as an attorney concentrating in litigation. He then became Corporate Counsel for one of the largest privately held corporations in Georgia, where he successfully developed and streamlined the company’s acquisition process. Afterwards, Mays spent 12 years as the principal of an investment company, where he managed projects totaling more than $200 million. Currently Mays is a Senior Managing Director for GlassRatner Advisory and Capital Group where he offers expert advice and solutions relating to lender loan portfolios.

Commissioner Mays holds a bachelors degree in Political Science and a law degree, both from the University of Florida. He has been a member of the Florida and Georgia Bar since 1992. Governor Charlie Crist appointed Mays to the St. Johns County Board of County Commissioners in December 2008 to complete a term through November 2010. Mays brings the same skill set, experience, and approach to the Board of County Commissioners to serve the citizens of St. Johns County that have served him well in his professional career.

Community Involvement

Mays is an active member of the Ponte Vedra Beach and St. Johns County community. He serves on the Executive Board of the West Augustine Community Redevelopment Area, as well as the V.A.D. Foundation, benefiting the “Lost Boys” of Sudan. He has been a member of the Marsh Landing Master Association, Ponte Vedra Coalition, and St. Johns County Civic Roundtable. Mays serves as the County Commission liaison to the Ponte Vedra Municipal Service District, Ponte Vedra Beaches Coalition, and Ponte Vedra Community Association.

 Boards & Committees

As a Commissioner, Mays represents St. Johns County on several regional boards and committees. He is one of 15 voting members of the North Florida Transportation Planning Organization, which provides strategic transportation planning for a four-county region and distributes state and federal transportation dollars. Mays is also a member of the FDOT Regional Transportation Authority Advisory Panel, which is actively considering the creation of a seven-county Regional Transportation Authority for northeast Florida. Additionally, Mays is Chairman of the North Florida TPO Legislative Committee.

2009 Accomplishments

In the first year of Mays’ Commission term, the St. Johns County Board of County Commissioners had many significant accomplishments. Perhaps most notably, the County reduced the 2010 budget by $47 million, part of a $122 million decrease since 2007. Additionally, specific Board actions resulted in updated traffic concurrency regulations and the creation of a local office of the Small Business Development Center, both steps toward improving commercial economic development. The Commission also initiated a reorganization and reformation of the Tourist Development Council, increasing transparency and accountability while improving the County’s tourism industry. Mays has also been a strong liaison to strengthen the relationship between the County and the PGA TOUR and THE PLAYERS tournament, which contributed $4.15 million to local charities and non-profits in 2009 and more than $35 million since 1997.

The Board also made significant progress on transportation projects, including partnering with FDOT to secure funding for the first phase of improvements on the County Road 210/Interstate 95 interchange. Funds also became available through the North Florida Transportation Planning Organization, where Mays lobbied and secured $3.7 million to purchase right-of-way for future improvements at US-1 and County Road 210. Additionally, Mays played an active role in securing $96 million of federal funding for the Duval County portion of State Road 9B, which is a tremendous advancement that will benefit St. Johns County. This new roadway will provide traffic relief for the northern part of St. Johns County and provide a more direct route to the Jacksonville Port, while moving significantly closer to construction of the St. Johns County portion of 9B.

Mays has worked closely with state and federal representatives to benefit St. Johns County. Funding for a new public transit facility for the Sunshine Bus Company was secured in 2009 through a stimulus grant of $948,514 coupled with $1.47 million in a federal appropriation supported by Congressman John Mica. Additional state and federal funding was designated for ramp improvements at State Road 207 and I-95, paving and improving drainage on County Road 214, traffic signal updates, and several new sidewalks. Mays also represented St. Johns County to the Governor’s Office and was influential in the agricultural community receiving a disaster declaration following flood damage in the spring of 2009.
